Tap on the red [+] button opens the window for creating targets and starting routing to them.
If you have already performed a routing, and the isochrones are displayed on the chart, moving the chart will display the yellow line allowing you to position a pivot point to modify the course of your routing. During this operation, the routing window will not allow you to create a new target.
